Call for offers: External auditor – Certificate on the Financial Statements for the EU-funded DIVE programme

  • Total eligible costs: €697,156.00

Scope of the assignment

The selected auditor will carry out the procedures required under Article 24.2 of the Grant Agreement and the applicable European Commission CFS template and terms of reference.The assignment will cover the expenditure list, financial statement and expenditure requiring certification, including verification against the grant’s eligibility requirements and relevant accounting records and supporting documentation.

Deliverables and timetable

  • Completed and signed CFS, together with the accompanying report required by the applicable EU template, in English.
  • Communication of findings requiring clarification or correction before finalisation.
  • Final delivery by 22 February 2027, allowing EA to meet its reporting deadline of 1 March 2027.
  • The detailed work schedule and availability of documentation will be agreed with EA.

Required qualifications

Applicants must be qualified and approved external auditors meeting the requirements of Article 24.2 of the Grant Agreement. They must be independent of Europäischer Austausch gGmbH and free from conflicts of interest. Experience with EU grant certification, particularly CERV operating grants, is desirable.Contents of the offer

  • Confirmation of independence and absence of conflicts of interest.
  • A financial offer showing the total fee, VAT treatment and any additional expenses.
  • Confirmation that the final delivery deadline can be met (!).

Selection

Offers will be assessed on relevant qualifications and experience, understanding of the assignment, proposed methodology, availability and overall value for money.
